Procedures for Training Approval
IMPORTANT INFORMATION - Policy Changes Effective July 1st, 2011 For Palm Beach County Registry Approved Trainers
Effective July 1st, 2011 all Registry-approved trainers will be required to submit specific training assessments, identified as Implementation Plans and knowledge and skills surveys, as part of the required documents included with their training plans for Registry approval. In addition, all Registry-approved trainers will be required to conduct multi-session trainings to ensure that there is sufficient time to implement the above mentioned assessments. These will indicate the transfer of knowledge and skills from a training session to the workplace. An implementation plan is to follow each session of the training course, except the final session.
In order to ensure that our Registry-approved trainers are fully prepared to comply with the above policy by July 1st, 2011, all Registry-approved trainers are required to complete the following training: ODT Assessment Training. This training is a part of the Trainer Approval Series. You may register for the ODT Assessment Training by clicking on the link below and filling out the registration form. Once your registration has been received and processed, you will be sent instructions for accessing and completing the training. There is no fee for this training.

Please note: If the above required training is not completed by July 1st, 2011, trainings submitted to the Registry will be denied approval. In addition, please note that if trainings that are submitted to the Registry for approval are not multi-session trainings, and/or are without the appropriate implementation plans and knowledge and skills survey, they will be denied approval by the Registry.
Trainings delivered by Registry Approved Trainers
A Registry Approved Trainer is defined as a trainer who has met the qualifications of one or more of the trainer levels as listed in the Trainer-Training Qualifications & Standards, Palm Beach County, Florida (Associate Trainer, Trainer I, Trainer II, Master Trainer), and has completed the Trainer Approval Series. When submitting training to the Registry for approval, the following documents are required:
a) Training Approval Request Form (TARF)
b) GOAL-PACES forms
c) Knowledge and Skills Assessment/Survey
d) Implementation Plan for each session of training (except the final)
e) Materials that will be used in the training, including PowerPoint presentation (if applicable)
Trainings delivered by Content Experts
A Content Expert is defined in the Trainer-Training Qualifications & Standards, Palm Beach County, Florida, as an individual who holds a current license, certificate or credential in the area of expertise in which s/he trains, and has three (3) years of related experience in area of expertise in which s/he trains. If a Content Expert is submitting training to the Registry, the following is required:
a) A completed and signed Training Approval Request Form (TARF)
b) A training agenda/outline.
c) Materials that will be used in the training
d) Training Approval Request Content Expert
Trainings delivered by Quality Counts Directors
A Registry Approved Center Trainer is any Quality Counts center Director, Assistant Director, and/or Curriculum Specialist, who holds a minimum of a valid DCF Staff Credential, and has completed Foundations of Outcomes Driven Training or Outcomes Driven Training.

Director-provided training can only be provided by the center Director (who must be a Registry approved trainer or Center trainer) or an approved Center trainer. For Director-provided training approval, the following is required:
a) A completed and signed Training Approval Request Form
b) A training agenda
c) Materials that will be used in the training
Conferences delivered by Sponsor Agency
Sponsor-provided conferences require the submission of a completed and signed Conference Approval Request Form.
Please Note:
1. Training Approval Request Form and all required materials/documents must be submitted to the Registry, and the training must be pre-approved in writing by the Registry, prior to setting a date, location or time for the training event. The exception is Director Provided Training and Conferences, which are excluded from the pre-approval process. Please follow the approval guidelines as outlined on the Training Approval Request Form specific to each of these event types.
2. Once a training has been pre-approved and the trainer wants to deliver the training, a training date/location/time form must be submitted to the Registry. Once this form is received, the training event will be approved as applicable and the trainer will be notified in writing of Registry approval for the training event. Any changes made after this point to the event date, location or time will negate Registry approval until a new training date/location/time form is submitted to the Registry and approved in writing.
3. The training date/location/time form must be submitted at least 45 days prior to the first training session if SEEK scholarship is available to participants. If SEEK scholarship is not available to participants, the training date/location/time form must be submitted at least 15 days prior to the first training session. 4. Training must follow the Palm Beach County Early Childhood Registry Guiding Principles for Training Approval, which were provided in your original application packet. CEUs (Continuing Education Units) can only be awarded by trainers or agencies authorized by IACET or other national CEU organization. 5. Please use the Registry Sign-In sheet to record attendance at each training session. At the completion of the training, please have the participants complete the Training Evaluation form. The Training Evaluation forms along with the training sign-in sheets, list of completers (persons attending training who completed the series and turned in all applicable Implementation Plans) must be returned to the Registry within 10 business days from the completion date of the training. Director provided training events must submit sign-in sheets and training evaluations to the Registry within 5 business days from the completion of the event.
